How the Brazilian public sector buys
B2B prospecting in government follows rules that do not exist in private sales. Ministries, state and city departments, autonomous agencies, municipalities, courts and state-owned companies buy through a formal process set by law. Under Law 14.133 of 2021, Brazil's public procurement and contracts law, the most common path runs through the annual procurement plan, the preliminary technical study, the terms of reference and the tender, often an electronic reverse auction.
That changes the rep's role, since the rep does not close the purchase in a meeting. The rep helps the agency understand the problem and the possible solutions before the call for bids, always within the rules of equal treatment among suppliers. Once the call for bids is out, the process decides.
State-owned companies follow their own law, Law 13.303 of 2016, and have purchasing regulations and procurement departments similar to those of a large company.
Who takes part in a public purchase
The champion is in the requesting department. The budget depends on the manager and the year's planning. Purchasing and legal do not create the demand, but they decide whether the process moves.
Buying signals in the public sector
- A published annual procurement plan, with the need expected for the year.
- Public hearings, public consultations and requests for information to the market.
- Calls for bids and price registration records on the National Public Procurement Portal (PNCP).
- A change of administration, the start of a term or a new secretary.
- A new program, law or target that forces the agency to change a service.
- A current contract close to expiring, which will require a new procurement.
What to bring to the first meeting with a public agency
Bring a portrait of the agency: what it does, how many people it serves, how it is organized and what it has already contracted for the same problem. Bring the fact that prompts the conversation and a value hypothesis in the public sector's language: service to citizens, deadlines, cost to the treasury and meeting a target or a legal requirement.
Ask about the process. How does the need enter the year's planning? Which contract is in place and when does it expire? Who writes the terms of reference? And make it clear that you know the rules: no asking for exclusivity or a tailored call for bids.
Common mistakes when selling to government
- Waiting for the call for bids to start. By the time it is out, the need has already been written.
- Treating the meeting as a price negotiation, which the process does not allow.
- Talking only to purchasing, which runs the process but does not define the need.
- Ignoring the budget calendar and the annual planning.
- Promising what the call for bids will require without having the qualification documents in order.
How GoSeek prepares the approach in the public sector
Public agencies and state-owned companies have a CNPJ (the Brazilian company tax ID), and that is where the research starts. In 7 to 15 minutes, GoSeek delivers the agency's dossier, built from 100 to 500 public sources, and, on the Intermediate plan, a spreadsheet takes many CNPJs at once, within the contract's monthly quota. About, Momentum and Triggers show what the agency does and what changed there, based on what is already public.
The 0 to 100 fit score against your organization's ICP tells you where to start. The power map shows decision makers, champion, influencers and entry points by department and level, which helps you find the requesting department, the one that writes the need. Discovery, 1st meeting and Objections prepare the conversation within the rules.

What people ask about B2B prospecting in government
How do I sell to the government in Brazil?
Understand the agency's need before the call for bids, follow the annual procurement plan and take part in the tender with your documents in order. The final decision belongs to the process, not to a person.
What is the annual procurement plan?
It is the document in which a public agency lists what it intends to contract the following year, as provided for in Law 14.133. It is one of the first signs of a future purchase.
Can I talk to a public agency before the tender?
Yes, within the rules: hearings, public consultations and meetings to understand the need are common. What is not allowed is favoring a supplier in the call for bids.
Do state-owned companies buy like public agencies?
Not exactly. They follow Law 13.303 and each company's own purchasing regulation, with a process closer to that of a large company.
